Is there a script already written  for selecting a particular folder from the gallery to show in a block?

The only difference is that you should use "p.ID_CAT = 1" instead of "p.ID_CAT != 1"

that code is for editing the file.  Is there an actual to place in a block?

Ah, do you mean for a Custom Php block? You could just copy the code from that file and make a few minor changes.
