Are you making a request for a new custom block to display pictures?
There are already blocks to display pictures, and, if you just want to display one picture, you can do it with a BBC block.

Or are you talking about customizing an existing block so it will display a picture?
Something like this? http://simpleportal.net/index.php?topic=5554.msg33491#msg33491

I am almost 100% certain you don't need a custom block for this, but I will ask some more questions to find out more.

Have you seen how, in SMF, you can add an image to a message using the [img] tag, and by using the button?

If you want just one image in one block, all by itself, you can just make a custom BBC block and use the image tag for that image.

If this is not what you want, then please be specific so I can offer more help.
Please look through SimplePortal's pre-defined blocks and see if any of them can do what you want.
If not, and if it will help you explain your needs, please explain why one block is kind of what you want, and exactly why it won't work for you.

Thanks for that i didnt realise there was a custom block ,that should do the trick .

Now how do i insert the image please using the button.Do i have to insert the image url or upload it some how?

I realise these are basic questions for you and thanks for your patience.

You can read about BBCodes: http://docs.simplemachines.org/index.php?board=22.0;sort=subject

Or just see how others do it -- Click the "quote" link in this post.  That will create a reply, quoting my earilier post.  You will see how I included the image of the WYSIWYG toggle button.

Use the WYSWYG toggle button to see the BBCodes in the message.

Then you can quit the reply, if you like, of course.
