A bullet is that little circle in front of an item in a list. This is not a bullet problem.
You are seeing a problem with the appearance of your portal blocks' title bars -- the left side is wrong.
Here's the summary: portal.css loads after index_kids.css, and redefines the background for h3.catbg span.left. To fix the problem, find in portal.css, the rule
H3.catbg SPAN.left is defined, and remove that rule along with all its attributes.

This behavior is new to SimplePortal 2.3.3 because, in SimplePortal 2.3.3, portal.css defines this background.
It does this in order to make up for some changes to the CURVE theme in SMF 2RC4. In RC4, CURVE doesn't define a background for h3.catbg span.left, and SimplePortal needs this to be defined because it uses it in the block templates (see above HTML snippet)
Since your theme already defines h3.catbg span.left, you don't need portal.css to define it for you.
And you certainly don't need portal.css to define it the standard way, when you have applied customizations (putting your main_block png in a non-standard file location).
Here's how I figured this out, using IE8's Developers tools:

- portal.css, in H3.catbg SPAN.left, background: url(../images/theme/main_block.png) no-repeat 0px -160px
portal.css wins because it is loaded last.
