Can you try to update to SMF 2.0 and try if the problem still exists?

A crazy collation problem like this one sometimes happens due to a "hiccup" on the server, I've been told.
Whether or not you update to SMF2, you may need to go into phpmyadmin to fix your collations.

Collation is just "the rule for alphabetically ordering stuff", by the way. It should probably agree with your forum's default language.

Have you tried the SimplePortal documentation?
