Topic: Recent Topics Block

The recent topics block is displaying all recent posts.  It should only display a topic once, when it is first created, not everytime a post is made to the topic (unless you have posts selected, which I do not).  Is this a known bug? Is there a fix or a workaround for this?

This is a feature.  That block calls one of SMF's SSI functions.  The recent topics function is designed to retrieve topics that have recent posts.
 
You could create a custom block that called a new function, very much like the current one, but with a slightly different SQL query, to bring back only the most recently CREATED topics.

If it does the same thing as the recent posts, why have the option to choose?

I'm not good at programming, any idea how to write such a custom block?

One shows the topic post, while the other shows the posted message.
