Welcome massage block

Most probably very simple question but i can't figure it out. I remember when I initially installed Simple Portal there was a Welcome Board with an example welcome text in it. Unfortunately, I deleted the block. Now I want it back or just a simple explanation how to write a text in a block with a title. I ma using smf 2.0 with latest SP.

Add a new block and select either "BBC" or "HTML"
