We want guests to view the Portal

We are currently using SMF 1.1.11 and Simple Portal 2.3.2.  Our site is baleheads.com.  I have the title of Administrator but, am more like a Super Mod.  The owner is the only one with complete Administrative control.  Our site recently was hacked.  We managed to get back on line, and everything was recovered.  However, before the hack, guests were allowed to see the Portal.  Now, they cannot.  I have modified all of the blocks to "Ignore Permissions" but, guests still cannot view the Portal.  The owner has been told about this, and we (there are 2 mods) advised her to do the following: Admin -> Configuration -> Features and Options -> "Allow guests to browse the forum" setting is enabled (ticked).  She claims she did that but it did not help.  She is unconcerned.  The other Admin and I think it could be a coding issue that only the owner can rectify.  The Portal page looks great and has been instrumental in boosting our membership rolls.  We really want guests to be able to view it.  Any help would be greatly appreciated.  Thanks so much.  :)

The forum is already browsable by guests? So forum settings are not the issue?

It seems that you need to check the settings for SimplePortral.
Is SimplePortal turned on? Is SimplePortal in maintenance mode?

No, the forum is not browsable by guests.  They can only see the screen that says "Welcome, Guest.  Please login or register".  In the recent past, guests were able to view the Portal but, that is all that they were able to view.  Members are able to view the Portal, so Simple Portal is definitely turned on.  It is in "Portal Mode".

i would say this is a permition problem inside your forum..

i would say that the permition for guests is set to 0, and has no way of entering the site.
as a foot note:
i went from a SMF 1.1.11 to SMF2 RC3 with out any problems what so ever, first of all de-install all Mods, converted to RC3, then installed SP2.3.2, then installed the required Mods.

I just wanted to let you all know that I gave the information that Nathaniel provided to the forum owner, she repaired the code, and our problem has been solved!  Now, guests can view the Portal!
